There are two types of concrete rust stains. One is an actual stain that is created by some sort of ferrous material, and the other is if you spill some sort of acid on accident. They both appear to be rust stains, but there are two different approaches to cleaning each one.

If you're working with a real rust stain, the proper chemicals have to be used. In most cases it’s an acid-base, but there are other solutions as well. No matter what choice you make, the stain has to be vigorously agitated almost immediately. Don't try to let the chemical soak in and set for 5 minutes. If you do this then it will be harder to get the stain out.

When you try to get out a spill that looks like a rust stain, it's possible you won't be able to do it. Sometimes they can set too long, and the only way to really remove them is by taking a layer of the concrete off the top. Most homeowners don't want to do this, unless their will to fill in the layer again.

If you don't mind investing the money, you can purchase tips with lower PSI levels. You can also purchase a dual-lance wand, but these can be quite expensive for a "one-time" job every 5 years.
