If you're working with a real rust stain, the proper chemicals have to be used. In most cases it’s an acid-base, but there are other solutions as well. No matter what choice you make, the stain has to be vigorously agitated almost immediately. Don't try to let the chemical soak in and set for 5 minutes. If you do this then it will be harder to get the stain out.
When you try to get out a spill that looks like a rust stain, it's possible you won't be able to do it. Sometimes they can set too long, and the only way to really remove them is by taking a layer of the concrete off the top. Most homeowners don't want to do this, unless their will to fill in the layer again.
